Based on the summary report, Survey Design for TANF Caseload Project, Summary Report and Recommendations, that reviews existing survey questions and scales focused on potential barriers to employment among TANF recipients, ASPE finalized this survey instrument, the TANF Caseload Survey, for use in the six state studies.

This study examines the impact of changes in Medicare home health policy mandated by the Balanced Budget Act (BBA) of 1997 on satisfaction with care for disabled Medicare beneficiaries. The BBA mandated major changes in home health payment requiring the implementation of a Prospective Payment System (PPS) and an Interim Payment System (IPS) prior to the implementation of PPS.

This report provides policy frameworks to assist stakeholders design and implement Medicaid Buy-In programs and related work incentive initiatives to enhance the level of economic self-sufficiency of persons with significant disabilities. This report discusses findings from case studies of nine states Alaska, Connecticut, Iowa, Maine, Minnesota, Nebraska, Oregon, Vermont and Wisconsin operating Medicaid Buy-In programs for working persons with disabilities. At the time of this study, approximately 13,000 persons were enrolled in the programs in these nine states.

The purpose of this analysis is to gain a better understanding of how having a private LTC insurance policy interacts with and affects the use of Medicare financed home health, skilled nursing and inpatient services.
