Understanding the Costs of the DOL Welfare-to-Work Grants Program

This report examines the costs of selected Dept. of Labor Welfare-to-Work (WtW) grantees as part of the HHS evaluation of the WtW program. The main objectives of the WtW cost analysis were to understand the cost structure of these programs and factors that influenced their costs. The report estimates total WtW program costs, allocation of costs across different activities, costs per participant, and costs per placement.
