This technical assistance workshop was the fourth in a series of technical assistance workshops hosted by the Chapin Hall Center for Children for participating states in the Child Indicators Initiative. This is the second in a series of four reports that summarize study findings and methods. This report presents descriptive findings on the characteristics of board and care facilities, operators, staff, and residents. Section 2 briefly describes the study design and sampling and analytic methodology; more detailed discussion is presented in the Technical Report Study Methods.

This project had two major goals: (1) To describe the workings of a successful, large-scale, case disability allowance program from an administrative perspective. The Veterans Administration (VA) allowance program is described in detail, to provide a benchmark for future research and program design.
