HHS Initiative to Improve Maternal Health

The Department’s Action Plan lays out a vision for improving maternal health that applies a “life course” approach organized around four goals and it sets three ambitious targets to achieve this vision. Each of the four goals includes multiple objectives and action items to drive progress. The Action Plan also describes the current state of maternal health outcomes in the U.S., challenges in reducing maternal mortality and morbidity, recent efforts to improve maternal health within and beyond the federal government, and it discusses various forums in which HHS leadership sought input from key stakeholders.

Cash and Counseling: Consumer's Early Experiences in Arkansas

This paper describes the experiences of 194 early clients in the Arkansas Cash and Counseling Demonstration, IndependentChoices. The description is based on the clients' responses to a telephone survey conducted about nine months after they applied to enter the program and were randomly assigned to the demonstration's treatment group to receive a monthly cash allowance.

Supportive Health Services Needs of Children with Disabilities

To sharpen the focus on the differential need of children with disabilities, this paper focuses on a subset of health-related services that are used almost exclusively by children with disabilities--supportive services. The basic finding is that policies focused on low-income children will reach the majority of children with disabilities who have unmet supportive service needs.
