This issue brief presents Marketplace plan selections by race and ethnicity among 2015-2024 Open Enrollment Period enrollees in HealthCare.gov states using combined self-reported race and ethnicity information with imputed data for missing values. Plan selections increased for all racial and ethnic populations; the gains were especially large for Latino, Black, and American Indian/Alaska Natives (AI/AN) consumers. During the 2024 Open Enrollment Period, nearly 5 million Latino Americans and 3 million Black Americans made plan selections in HealthCare.gov, with overall plan selections roughly tripling for both populations since 2020. The number of AI/AN individuals selecting coverage through HealthCare.gov more than doubled.
After enhanced premium tax credits went into effect in 2021 under the American Rescue Plan (ARP), the share of Marketplace enrollees selecting a bronze plan decreased across all race and ethnicity groups between 2021 and 2024, while the share of enrollees selecting a silver plan with cost sharing reductions (CSRs) increased across all race and ethnicity groups over the same period. Silver plans with CSRs remain the most frequently selected plan overall, representing over half of all plan selections for certain underrepresented groups.
