Of the 12.8 million children eligible for child care subsidies under federal rules, 15 percent received subsidies. Of the 8.4 million children eligible for child care subsidies under state rules, 23 percent received subsidies. Poorer children were more likely to receive subsidies than less poor children.

Measuring T/TA Effectiveness

HHS and other federal agencies support a wide range of training and technical assistance (T/TA) initiatives to enhance delivery of programs aimed at reducing poverty, increasing economic mobility, and improving child and family well-being. However, little is known about how to best measure the effectiveness of this T/TA.
