This report provides a review of available information on self-directed care (SDC) programs in mental health care settings and discusses potential policy implications of large-scale implementation of SDC programs serving persons with serious mental illness.

This brief identifies several promising practices that can help overcome access barriers. A consistent theme is the crucial role played by community-based organizations (CBOs) in effectively addressing barriers related to complicated application processes, and issues of language, literacy, fear, and mistrust.

This report summarizes findings from a review of literature about health literacy and financial education and from interviews with persons involved in initiatives in these areas, primarily federal personnel.
