Despite the recent decline in the teen birth rate, teen pregnancy remains a significant problem in this country. Most teen pregnancies are unintended. Each year, about 200,000 teens aged 17 and younger have children. Their babies are often low birth weight and have disproportionately high infant mortality rates. They are also far more likely to be poor.

In 1992, Lewin-VHI produced the report Policy Synthesis on Assisted Living for the Frail Elderly in order to address: the policy concerns generated by a growing frail elderly population, rapid increases in costs of care, and growing interest in various types of supportive housing for the elderly.

Landmark legislation has the power to change people's lives for many years to come. The Americans with Disabilities Act (ADA), signed into law on July 26, 1990, is landmark legislation for Americans with disabilities. The four goals of the ADA — equality of opportunity, full participation, independent living, and economic self-sufficiency — are broad in scope and bold in nature.

This project had two major goals: (1) To describe the workings of a successful, large-scale, case disability allowance program from an administrative perspective. The Veterans Administration (VA) allowance program is described in detail, to provide a benchmark for future research and program design.
