Strategies for Increasing TANF Work Participation Rates: Summary Report

Publication Date

This brief describes a range of strategies states have implemented to achieve higher Temporary Assistance for Needy Families (TANF) work participation rates. It describes four broad categories of strategies: (1) creating new work opportunities for TANF recipients; (2) administrative strategies; (3) TANF policy changes; and (4) creation of new programs. It summarizes material presented in four related practice briefs and includes some additional material not presented in those briefs, drawing on in information from other sources. This practice brief is one of a series designed to assist state and local officials in thinking about strategies that might aid them in meeting work participation requirements in their TANF programs following enactment of the Deficit Reduction Act of 2005 (DRA). In reauthorizing the TANF program, the DRA resulted in significant increases in the effective work participation rates that states must achieve. [25 PDF pages]
