Report to Congress

The Welfare Indicators Act of 1994 requires the Secretary of Health and Human Services to prepare an annual report to Congress on indicators of welfare dependence. The Indicators of Welfare Dependence report is prepared by ASPE’s Office of Human Services Policy.

It reflects the perspectives of experts in end-of-life care, advance directives and advance care planning, individuals with disabilities and other nationwide stakeholders. Advance care planning and the use of advance directives provide mechanisms for ensuring individual autonomy at the end of life.
