Gavin Kennedy
Gavin Kennedy is the Associate Deputy Assistant Secretary (ADAS) for Behavioral Health, Disability, and Aging Policy (BHDAP). Prior to assuming the permanent ADAS position, Gavin served in an acting capacity for nearly 2 years—during that same period Gavin also served as the acting director of the Division of Behavioral Health Policy for more than a year. Prior to that Gavin directed the Division of Long-Term Care Policy for over 10 years. Apart from the core work of leading the Long-Term Care Policy Division, Gavin’s policy focus for many years was Medicaid home and community-based services, including supportive housing for people with disabilities and older adults. Most of Gavin’s career has been in ASPE, beginning as Presidential Management Intern. Gavin has a BA from Providence College and a MS in Urban and Regional Planning with a specialization in health and aging policy from Florida State University.
