Miranda Lynch-Smith
Miranda Lynch-Smith, M.S. (she/her) is the Deputy Assistant Secretary for Human Services Policy (since 3/2021). As Deputy Assistant Secretary for Human Services Policy, she leads a team of policy researchers that advise and collaborate across government on evidence-informed policy that advances child and family well-being, economic mobility, human service systems and data integration, and equity in human services. She is a key member of the Department’s team working on advancing equity across HHS programs and developing and implementing HHS’s equity action plans.
Prior to joining the Biden-Harris Administration, Ms. Lynch-Smith was a Policy Fellow at Chapin Hall at the University of Chicago. At Chapin Hall, Lynch-Smith provided strategic guidance and capacity building to child welfare agencies to enhance their performance and services for families and become more prevention and well-being oriented. She was also career employee at the Administration for Children and Families (ACF) for 20 years. At ACF she had responsibilities for leading the Child and Family Service Review process, strengthening states child welfare agencies’ focus on outcomes and evidence, and developing regulations and policy related to child welfare and human services programs.
Ms. Lynch-Smith received her Bachelor of Arts from Douglass College and Master of Science from the Bloustein School of Planning and Public Policy, both at Rutgers University.
