ASPE awarded approximately $2.9 million in grants to states and counties in FY 1998 to study the outcomes of welfare reform on individuals and families who left the TANF program, who applied for cash welfare but were never enrolled because of non-financial eligibility requirements or diversion programs, and/or who appeared to be eligible but were not enrolled.

Public Assistance Use Among Two-Parent Families: An Analysis of TANF and Food Stamp Program Eligibility and Participation

This study examines eligibility and participation among married and single parents in TANF and Food Stamp Programs. Results show that even among eligible families below 200% of poverty, married parents are less likely to participate in TANF and Food Stamps compared to single parents.

Welfare Mothers as Potential Employees: A Statistics Profile Based on National Survey Data

When women who receive welfare benefits are compared with other women, both poor and non-poor, in the NLSY and other national sample surveys, welfare mothers are notably different from non-poor mothers. At the same time, these data show that there is considerable diversity within the welfare population.
