This report explores how Medicare Advantage (MA) plans deliver evidence-based prevention programs (EBPs) to support health promotion among older adults. Using an environmental scan and interviews with MA plan leaders, aging network stakeholders, and federal MA plan and EBP experts, the study examines how MA plans select, implement, and partner with community-based organizations to provide EBPs. Findings show wide variation in how MA plans define and use EBPs, as well as substantial challenges related to implementation, data sharing, and partnership development. The report also identifies facilitators of EBP uptake, including the role of community care hubs, and outlines policy options for increasing high-quality EBP delivery through MA plans. These findings inform federal and state efforts to expand access to effective prevention programs for older adults.
