Although the current difficulties in developing an adequate system of long-term care are extensive, they pale in comparison to the challenges ahead as the "baby boomers" come of age. To explore these issues this paper reports the results of research predicting disability among older people through the year 2020, focusing on the policy issues and challenges that will be associated with providing long-term care in the 21st century.
