This paper is the first to consider the Cash and Counseling program in all three states. It draws lessons about the structure and policies of a Cash and Counseling program, to provide information useful to other states considering adopting such a program. It draws on the experience of those responsible for the demonstration and evaluation at the Cash and Counseling National Program Office, ASPE, RWJF, CMS, the three participating states, and MPR. Evaluation staff visited each of the three Cash and Counseling programs about 18 months after each began to operate, and these visits provide an important source of data. [48 PDF pages]
