This memorandum describes the ongoing implementation and impacts of a program the Support and Services at Home (SASH) program. The program is intended to improve health and decrease health care expenditures among elderly residents of affordable housing developments. Using claims data for a sample of Medicare fee-for-service (FFS) beneficiaries, the evaluation analyzed health care utilization and expenditures among SASH participants and a comparison group of Medicare beneficiaries living in affordable housing properties in Vermont. Impact estimates in this memorandum are based on the first 3 years of the implementation of the SASH program, from July 2011 through June 2014.
