Tto understand better the Medicare Improvements for Patients and Providers Act (MIPPA) mandate for state Special Needs Plans (SNPs) contracting, it is important to understand the current status SNP contracting with state Medicaid agencies for their dually eligible members. This Brief describes the extent to state-SNP contracting in 2008, and the nature of those contractual relationships, in order to better inform federal and state implementation of the new MIPPA mandate, as well as the broader policy objective of improving coordination of Medicare and Medicaid services for dual eligibles.
