How to Assess and Address Technical Assistance Needs: Insights from the Literature and Practice


This brief uses a literature review and interviews with TA providers and recipients to explore strategies for assessing recipients' needs for training and technical assistance (TA). It explores specific needs assessment strategies, such as structured needs assessment tools or hearing from recipients or program participants. In addition, the brief shares several valuable practices for TA providers suggested by TA recipients, including co-designing TA with recipients, offering concrete and actionable steps, and being clear about participation expectations.
