Federal programs that can support two-generation approaches

To implement a two-generation approach, service providers and state and local governments rely on a range of programs and resources administered by agencies throughout the federal government. The following list, while not exhaustive, includes many programs that may be able to support a two-generation approach. This list includes programs mentioned in the May 2020 GAO report HHS Can Improve Information to Assist States and Localities in Adopting Approaches That Serve Whole Families and in other federal resources on two-generation approaches.

In some cases, two-generation approaches involve pairing programs targeted specifically at improving child outcomes, such as early childhood education programs, with separate programs targeted specifically at parent outcomes, such as workforce training. In other cases, individual federal programs may include components that provide support for multiple generations, such as Head Start. Services providers may also use state, local, or non-governmental resources to support two-generation approaches.
