The Federal Medical Assistance Percentages (FMAPs) are used in determining the amount of Federal matching funds for State expenditures for assistance payments for certain social services, and State medical and medical insurance expenditures. The Social Security Act requires the Secretary of Health and Human Services to calculate and publish the FMAPs each year.
The “Federal Medical Assistance Percentages” are for Medicaid. Section 1905(b) of the Act specifies the formula for calculating Federal Medical Assistance Percentages.
“Enhanced Federal Medical Assistance Percentages” are for the Children’s Health Insurance Program (CHIP) under Title XXI of the Social Security Act. Section 2105(b) of the Act specifies the formula for calculating Enhanced Federal Medical Assistance Percentages. There is no specific requirement to publish the Enhanced Federal Medical Assistance Percentages; we include them in the FMAP notice for the convenience of the States.

FMAP rates for the fiscal years 1961 through 2011 The FMAP rates in this table reflect the rates as they are calculated annually pursuant to Sections 1905(b) and 1101(a)(8)(B) of the Social Security Act. They do not reflect any adjustments made as the result of quarterly, annual, or period recalculations resulting from the American Recovery and Reinvestment Act of 2009 (ARRA) or the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA).
