Kathleen Miller
Kathleen Miller, Ph.D. is the deputy director in the Division of Science and Public Health Policy within the Office of Science and Data Policy. In this role, Katie supports the director in leading a multidisciplinary team of analysts and economists conducting policy analysis, research, and coordination focused on public health and biomedical science issues and initiatives. Prior to joining ASPE, she spent over a decade at the US Food and Drug Administration conducting policy research, regulatory reviews, and cost-benefit analysis in multiple roles. Her portfolio has focused on pharmaceutical innovation, patient-centered regulatory science, and incentives for medical product development. Her work on these topics has been published in journals including Health Affairs, Value in Health, and Nature Reviews: Drug Discovery. Katie completed her B.A. in Economics at the University of Maryland, College Park, and both her M.S. in Economics and Ph.D. in Health Policy and Management at the University of North Carolina at Chapel Hill.
