Andre Chappel
Andre Chappel, Ph.D., is the Director of the Public Health Services Division for the Office of Health Policy in the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at HHS. He leads a team of economists and policy and social science analysts who do research and provide expertise on a wide array of public health care safety net programs and topics such as the health center program, maternal health, health workforce, social determinants of health, HIV/AIDS treatment and prevention, health care delivery for American Indian and Alaska Native populations, rural health care, preventive services, health disparities, health care data infrastructure, among other topics. His team has lead department-wide strategic planning efforts on maternal health, social determinants of health, and kidney health. Prior to joining the Public Health Services team, Andre worked in the Division of Healthcare Financing Policy, where his research focused on health care spending trends in Medicare and the private insurance market, health care market structure, competition, and performance, accountable care organization payment systems and their spillover effects, and the value of health insurance. He also led an initiative to develop and test the value of a multi-payer claims database to support comparative effectiveness research.
Prior to working at ASPE, Andre received his doctorate in Health Services Research from the University of Rochester.
