This chapter presents data on the characteristics of children and families involved in the HomeRebuilders demonstration and examines the services provided and the outcomes of those services. The outcomes are percentages of case closings, days in foster care subsequent to the beginning of the experiment on July 1, 1993, and child and family functioning. The sources for this information are New York State administrative data on the foster care placement histories of these children and interviews with caretakers and caseworkers. The interviews provided data on services and child and family functioning at the end of the experiment.
In the following, the names of the agencies are abbreviated as follows: HD: Harlem Dowling; LF: Little Flower; MM: Miracle Makers; OTT: St. Christopher-Ottilie; JC: St. Christopher-Jennie Clarkson; and NYF: New York Foundling. In references to "experimental" and "comparison" groups, "experimental" refers to cases in the HomeRebuilders program (abbreviated "E" in the following tables), while "comparison" refers to cases in the comparison group, not receiving HomeRebuilders services (abbreviated "C"). This reference is without regard to whether cases were randomly assigned. As indicated above, in Harlem Dowling, Little Flower, and Miracle Makers, random assignment was adhered to adequately enough to consider these agencies true experimental agencies, and are referred to as such below. As in chapters 1 and 2, when referring to the comparison groups in these three agencies, "control" is used to refer to their comparison cases.
