The President has proposed, and at least one bill has been introduced in Congress, to change federal law that prevents health insurance from being offered nationally as opposed to in only state-specific markets. Because of the inability of consumers to purchase health insurance coverage outside their state of residence, there is a lack of experience on how consumers would behave if this option were open to them. This project builds on an existing consumer directed health care model created for ASPE at the University of Minnesota to estimate the impact of the national marketplace proposals. [31 PDF pages]
