A report to Congress on a study of the large group market for health insurance required by section 1254 of the Patient Protection and Affordable Care Act. The report summarizes the research conducted by two contractors on behalf of HHS analyzing the differences between characteristics of firms that choose to self-insure and those that choose to fully-insure their group health plans, the factors that influence the decision to select a particular method of funding health plans, and the extent to which new insurance market reforms are likely to cause adverse selection in the group market or to encourage small and midsize employers to self-insure.
