Dr. Ben Smith
Ben Smith is the Executive Officer for the Office of the Assistant Secretary for Planning and Evaluation (ASPE) and the Director, Office of Planning and Policy Support (OPPS). In his capacity as executive officer, he serves as a principal advisor to the Assistant Secretary for Planning and Evaluation and ASPE leadership on operations and management matters. In addition, as OPPS director, he oversees the business operations and administrative services provided to ASPE.
Dr. Smith has 20 years of business and administrative management experience and has advised Federal government executives at various organizations and levels on complex operations. He has broad technical knowledge spanning multiple administration disciplines, including budget/ finance, human resources/ workforce management, and acquisitions, as well as building, leading and overseeing teams responsible for gathering requirements and identifying business processes to support the implementation of IT solutions. Additionally, Ben has experience facilitating transformational change that drives compliance with policies and procedures, and is well-versed in leading cross-functional teams. As a research practitioner, he leverages empirical data and proven management theories to drive organizational outcomes. He has a track record of developing and implementing strategic goals that improve the delivery and quality of administrative management services.
Ben spent most of his federal career at agencies within the U.S. Department of Health and Human Services. Those organizations include the Eunice Kennedy Shriver National Institute of Child Health and Human Development and the Clinical Center, both at the National Institutes of Health. He oversaw administrative operations in the Office of Science at the Center for Tobacco Products, Food and Drug Administration. He has also served as a principal advisor on operational and administrative matters at the National Ocean Service, National Oceanic and Atmospheric Administration.
Ben has a doctorate in Strategic Leadership from Liberty University, a Master of Science in Administration with a concentration in Health Service Administration from Central Michigan University, and a Bachelor of Science in Health Care Management from Southern Illinois University Carbondale.
