Director, Division of Data Policy and Senior Advisor on Minority Health and Health Disparities

Rashida Dorsey, PhD, MPH is the Director of Data Policy in the Office of Science and Data Policy, and also serves as a Senior Advisor on Minority Health and Health Disparities.  The Division of Data Policy is responsible for data and statistical policy development and coordination within HHS.  As Division Director, she oversees a program of research, policy analysis, evaluation and data development in data and statistical priority areas. She is a leader in demographic data collection standards, data coordination and data collection strategy at the federal level, data development on racial and ethnic minorities and other vulnerable populations, minority health and health disparities- including developing, monitoring and evaluating strategic plans for racial/ethnic populations.

Prior to joining ASPE to serve as the Data Policy Division Director, Dr. Dorsey served as the Director of the Division of Policy and Data at the HHS Office of Minority Health.  She led the development of minority health policy research and evaluation projects, data policy and collection initiatives aimed to improve the availability of data for racial and ethnic populations, evaluation methods for minority health initiatives, data briefs on minority health, and Congressional Reports on minority health.  She led the Division of Policy and Data in supporting many key minority health priority areas, including the HHS Action Plan to Reduce Racial and Ethnic Health Disparities, the implementation of provisions of the Affordable Care Act (ACA) that address health disparities and health equity, the White House Initiatives on Minority-Serving Institutions and Educational Excellence, evaluation of the enhanced National Standards for Culturally and Linguistically Appropriate Services for Health and Health Care, data policy and support for the HHS Health Disparities Council.  She also served as the Designated Federal Officer for the Advisory Committee on Minority Health.

Previously, Dr. Dorsey served as a Data and Statistical Policy Analyst in ASPE, where she developed policy and evaluation studies related to disparities and HHS data collections, and served as an HHS population survey data system expert, as well as the Executive Secretary for the HHS Data Council. Prior to her position with ASPE as an analyst, she served as an Epidemic Intelligence Service Officer at the Centers for Disease Control and Prevention's National Center for Health Statistics. As a principal investigator, she developed and conducted many analytic research projects and published manuscripts on several health disparities and chronic disease topics, such as chronic kidney disease, diabetes and obesity. Dr. Dorsey received her PhD in epidemiology from the University of Pittsburgh and her MPH from Saint Louis University.
