Emily Rosenoff

Emily Rosenoff is the director for the Division of Long-Term Services and Supports Policy. She supervises a team of analysts focused on issues across the spectrum of long-term care, including nursing homes policy, post-acute care, and home and community-based services (HCBS) policy. Over the years, Emily’s specific portfolio has included a focus on the intersection of housing and health, and community-based settings. This includes homelessness, housing with services for older adults, assisted living policy, and Medicaid home and community-based services (HCBS) policy. Working with staff from the ASPE office of Human Services Policy (HSP), Emily also coordinates departmental work on homelessness, and regularly works with HUD, VA, and other federal agencies. She joined ASPE in 2003 as a Presidential Management Fellow. Emily has also worked at the Organization for Economic Cooperation and Development (OECD), the Senate Committee on Veterans’ Affairs and the University of California, San Francisco’s Center for the Health Professions. Emily received a Master’s in Public Affairs from Princeton, and her bachelor’s degree in Molecular and Cell Biology from UC Berkeley.
