Supports for individuals living in their own or family home can be financed through the HCBS State Plan benefit, the HCBS waiver, or both. These supports can be offered under the category of “residential habilitation.” States may also offer an array of in-home supports. Common in-home supports include personal care, homemaker chore services, and respite and training for informal caregivers.37

Additionally, under the HCBS waiver, states have the option of offering “live-in caregiver” payments that cover services provided by an individual who resides in the home of a waiver participant, and also cover his/her room and board costs (see Box on next page).
