Understanding Medicaid Home and Community Services: A Primer, 2010 Edition. Home Health Services


Home health services are a mandatory benefit for all individuals entitled to nursing facility care under a state’s Medicaid State Plan--that is, for categorically eligible persons age 21 or older. If a state chooses to cover nursing facility care for younger persons, or for the medically needy, home health services become mandatory for these groups as well.5

To receive home health services, Federal regulations specify that the services must be ordered by a physician as part of a written plan of care. Beyond this authorization procedure, and the general requirement that services be medically necessary, there are no additional Federal requirements.
