Understanding Medicaid Home and Community Services: A Primer, 2010 Edition. Community First Choice Option


The Affordable Care Act of 2010 also establishes a new State Plan optional benefit--the Community First Choice Option, effective October 2011.34 The Federal Medical Assistance Percentage rate in the Community First Choice Option will be six percentage points higher than the state’s usual matching percentage for Medicaid services. To be eligible for services, individuals must require hands-on assistance, supervision, or cueing with activities of daily living, instrumental activities of daily living, and/or health-related tasks. If their income exceeds 150 percent of the Federal Poverty Level, they must meet the state’s institutional level-of-care criteria.
