Work on the TANF Child-Only project was funded by the Assistant Secretary for Planning and Evaluation (ASPE), Department of Health and Human Services (HHS) under a contract to The Lewin Group. This report has benefited greatly from the oversight and input of Colleen Rathgeb, the ASPE Project Officer. At HHS, we would also like to thank Laura Feig Radel and Andrew Yoo.

The commitment and cooperation of state and county staff in the three sites have been critical to the completion of this report. From the state central offices, Maria Hernandez and Julie Lopes in California; Don Winstead, F. Patricia Hall, Myrlene Manke in Florida; and Denise Cross in Missouri were instrumental in providing us with information on state policies and helping us gain access to state and county data.
