Congress declared its policy "to permanently establish and implement tribal self-governance within the Department of Health and Human Services." (106) Through the 2000 Amendments Congress sought to "ensure the continuation of the trust responsibility of the United States to Tribes and Indian individuals." In the Act's preamble, the Secretary is encouraged to identify all DHHS programs, services, functions and activities that may be managed by an Indian Tribe under the Indian Self-Determination Act, as amended, and to assist Tribes to assume responsibility for them. Titles V and VI are discussed below.
