Whether Tennessee will opt into the federal Medicaid expansion remains uncertain. TennCare representatives said that if TennCare does expand its covered population, they do not expect there to be an impact on benefits that are covered. Projected numbers for the "eligible but not enrolled" population for fiscal year 2014 are about 46,000; the "newly eligible" population if TennCare chooses to expand will be approximately 145,000 (Gordon, Long, and Dungan 2013). The state anticipates that the expanded population will be similar to adult populations that have been served in the past under the demonstration, and it does not anticipate making any major changes to its goals, objectives, or performance measures. However, since the population will be different from the current population and will include members who were previously uninsured, it might be necessary to formulate additional goals and objectives (Bureau of TennCare 2012b).
