May payers and health plans require providers to use the standard prior to 10/16/2002?
Through business partner agreements, payers and health plans may require use of the standard transactions and/or code sets prior to the mandated compliance date. The final rule for transactions does not preclude health plans from requiring the use of standard formats prior to that date. It stipulates that covered entities must use the standard formats and code sets after 10/16/2002. In fact, it would make good business sense for all covered entities to phase in use of the required standards before the mandated compliance date of 10/16/2002, to ensure timely full compliance.
