Appendix 3, titled State Level Variation in Regulatory Impact, is intended to show the relationship between health insurance premiums within each state and the amount of state regulatory activity.  We show each state’s average single health insurance premium and average family health insurance premiums.  Additionally, we show the ratio between the state’s single and family premiums and the national average for these respective premiums.  The table also shows by state whether each state has enacted several insurance market regulations, including community rating, any willing provider, guaranteed issue, and the number of mandates in existence in each state.  Average state premiums for family health insurance ranged as high as $14,400 in a highly regulated state such as New Jersey to as low as $2,000 for a family in Delaware, a state with significantly fewer regulations.
