The authors would like to thank the many people who contributed to this report by sharing their experiences about IndependentChoices or by reviewing earlier drafts of this report. First, we thank the IndependentChoices staff in Little Rock, who patiently answered our questions over the many years between the inception of the program and the development of this report: Sandy Barrett, Suzanne Crisp, and Debby Ellis. We also thank staff at the counseling/fiscal agencies who spoke with us, the counselors who responded to our mail survey, and the consumers who were unfailingly polite in responding to our telephone interviewers despite their New Jersey accents.
