Lessons from the Implementation of Cash and Counseling in Arkansas, Florida, and New Jersey

This paper is the first to consider the Cash and Counseling program in all three states. It draws on the experience of those responsible for the demonstration and evaluation at the Cash and Counseling National Program Office, ASPE, RWJF, CMS, the three participating states, and MPR. Evaluation staff visited each of the three Cash and Counseling programs about 18 months after each began to operate, and these visits provide an important source of data. [48 PDF pages]
