This is the third in a series of data briefs based on the information collected for a study of buyers, non-buyers, and non-responders to the Federal Long Term Care Insurance Program (FLTCIP). The purpose of this data brief is to analyze survey data collected from individuals who neither responded to the Federal offering of LTCI, nor enrolled in the program — that is, "non-responders". The analysis focuses on the attitudes, opinions and motivations of individuals who are active and retired federal employees that did not request an information kit and/or application as of the time the sample was drawn. By sampling this unique group of people, the authors are able to understand why they did not even express an interest in learning about the FLTCIP. [17 PDF pages]
