The Division works to ensure Department is compliant with the Government Performance and Results Modernization Act of 2010, OMB Circular A-11, and related laws, policies, and executive orders on strategic planning. The Division also provides technical assistance to OPDIVs and HHS-led interagency collaborations in the preparation of strategic plans and implementation plans and liaises with other departments to share best practices in strategic planning.
Margo has expertise in strategic planning, program evaluation and performance measurement, as well as nonprofit governance and management. She served as the Director of Quality Assurance of a large Maryland-based human service nonprofit organization where she had responsibility for developing an infrastructure to support the organization’s activities for incident reporting and investigations, monitoring and review, program audits, and evaluations. She established organization-wide annual operation planning in support of the agency’s strategic direction. Prior to working in ASPE, Margo consulted with nonprofit organizations and government agencies, served on nonprofit boards in the DC metro area, and served as chair of the selection committee for the Washington Post Award for Excellence in Nonprofit Management. Her previous federal experiences were at NASA and GAO. Margo earned a Ph.D. in Public Administration, M.A. in Public Administration, M.A. in Geography from the Maxwell School of Citizenship and Public Affairs at Syracuse University and B.A. in Urban Studies from the University of Pennsylvania.
