Erin Bagalman is the director of the Division of Behavioral Health Policy. She manages an interdisciplinary team focused on policies addressing mental health, substance use, and related topics such as suicide. Before joining ASPE in 2018, Erin served as the lead analyst for behavioral health policy at the Congressional Research Service, providing non-partisan analysis of policies related to behavioral health services, financing, and research. Before that, she worked in the private sector conducting health outcomes research, primarily focused on serious mental illness such as bipolar disorder and treatment-resistant depression. She began her career as a psychiatric social worker. Erin holds a BA in political science from the University of Massachusetts at Amherst and an MSW from Tulane University.
