Division of Health Care Access and Coverage

The Division of Health Care Access and Coverage (HAC) is responsible for issues relevant to the new Health Insurance Marketplaces, the Medicaid and CHIP programs, and private health insurance reforms. A primary focus is access to care via public or private health insurance coverage for low-income and uninsured individuals and families. HAC provides research, data analysis, and development of policies and mechanisms that integrate the financing and delivery of health care to low income populations. Relevant topic areas include:

  • Health Insurance Marketplace issues;
  • Medicaid access, coverage, payment, and financing;
  • CHIP implementation; and
  • Private health insurance issues affecting coverage both inside and outside the Marketplace.
