Possible data sources: site visits, document review, focus groups, interviews of administrators, claims and enrollment data, social security data, and surveys of consumers. Researchers will use qualitative and quantitative methods and a pre-post study design.
AVAILABILITY OF RESULTS:   They will not have preliminary findings until 1997.
