BRIEF DESCRIPTION OF METHODS AND DATA:   In formative stages. Possible data sources: site visits, document review, focus groups, interviews of administrators, claims and enrollment data, social security data, and surveys of consumers. Researchers will use qualitative and quantitative methods and a pre-post study design.
AVAILABILITY OF RESULTS:   Fall 1996: Preliminary findings from site visits on operational issues will be available.
