RESEARCH QUESTIONS/GOALS:   How does the transition from a fee-for-service to a managed care system affect cost, quality, and access to care for persons with HIV/AIDS in NY State? The information will be used to establish HIV adjusted actuarial rates, evaluate utilization thresholds, monitor quality of care and access to care, and monitor changes in service delivery systems.
BRIEF DESCRIPTION OF METHODS AND DATA:   There are three design components to the project: a demonstration of HIV/AIDS managed care within 24 existing managed care plans broad data collection on cost and patterns of service from a variety of fee-for-service providers from across New York State a cohort study of 2,000 to 2,500 HIV/AIDS clients as they transition from fee-for-service to managed care, to be followed for the duration of the project.
AVAILABILITY OF RESULTS:   They will have preliminary data in March 1996 and will have data available to present at the conference.
