This report describes the RAND Corporation’s evaluation of the Substance Abuse and Mental Health
Services Administration’s (SAMHSA’s) Primary and Behavioral Health Care Integration (PBHCI)
grants program. The PBHCI grants were designed to improve the overall wellness and physical health
status of people with serious mental illness and/or co-occurring substance use disorders by supporting
the integration of primary care and preventive physical health services into community behavioral
health centers where individuals already receive care. This evaluation provides information about the
grantees’ implementation of PBHCI, consumer outcomes, and PBHCI program features associated
with consumer-level processes and outcomes of care. It also includes results-driven options for
individual programs, policymakers, and technical assistance providers, plus options for future
evaluation that may strengthen ongoing and future implementation of PBHCI. [129 PDF pages]
