Overview of the Final Report of the
Seattle-Denver Income Maintenance Experiment

Preface

This overview was prepared by the Office of Income Security Policy [now called the Office of Human Services Policy], Office of the Assistant Secretary for Planning and Evaluation, Department of Health and Human Services.  It summarized the extensive technical analyses reported in the two-volume Final Report of the Seattle-Denver Income Maintenance Experiment, and is provided as a service to the reader.  Because the narrative is based on the technical reports of the research contractors, SRI International and Mathematica Policy Research, no official support or endorsement by the Department of Health and Human Services is intended or should be inferred.

The overview was prepared by Felicity Skidmore and extensively edited by Martin Holmer, Anita MacIntosh, and Daniel Weinberg.  The overview and the technical reports have received extensive review by Robert Boruch, Gary Burtless, Glen Cain, and Edward Gramlich.  While the authors of the technical volumes and Departmental officials have reviewed the overview, neither group performed under contracts to the States of Washington and Colorado and under contracts HEW-100-78-0004 and HEW 100-78-0066.
