Appendix 4, titled State Specific Premiums and Scenario Adjustors, is intended to show the adjustment factors applied to state health insurance premiums for both single and family plans for each of the scenarios used in the project analysis. Adjusters were applied to each state’s premiums for geography (designated by the region in which the state was located), relative health care costs, and amount of regulatory activity (designated by a category of minimum, moderate, or maximum amount of regulation).
