Long-Term Services and Supports Subcommittee Federal Update

Administration for Community Living (ACL)

  • Alzheimer's Disease Supportive Services Program (ADSSP)
    • Awarded eight grants: Two new states: Michigan and Texas and six expansion grants.
  • Alzheimer's Disease Initiative -- Specialized Supportive Services (ADI-SSS)
    • Awarded 11 new grants: Grantees include states, cities, counties, two medical centers, universities and community based organizations.
  • National Alzheimer's and Dementia Resource Center (NADRC)
    • Awarded new one year technical assistance contract .
  • ACL is collaborating with CDC & NIA to hold a 5th annual free webinar series on Dementia Resources and Research to be held in early 2017.  The series will provide information to an audience of aging and disability, public health, and research professionals on promoting awareness of research participation opportunities and improving coordination of federal resources available to assist people with dementias, including Alzheimer's disease, and their family caregivers.
  • ACL continues to work with states as they implement the LTC Ombudsman Rule, which was effective July 1, 2016. Regional Support Centers are incorporating Rule implementation into the 2016 state annual reviews.

Centers for Medicare & Medicaid Services (CMS)

  • Suggested Approaches for Strengthening and Stabilizing the Medicaid Home Care Workforce
    • In August CMS issued an informational bulletin highlighting steps available to states, providers, and others to strengthen the home care workforce (individuals paid to provide home and community-based services)
    • The document outlines strategies including workforce identity, provider qualifications, basic training, and wage analyses

  • Home and Community-Based Services Quality
    • Measuring quality in HCBS settings, where few endorsed measures exist, has become increasingly important in the new cross-setting healthcare paradigm
    • Government funding continues to shift from institutional to community-based care
    • CMS recently received CAHPS® endorsement for the HCBS Experience of Care Survey, and NQF's Person and Family Centered Care Committee has recommended the survey measures (#2967) for advancement
    • NQF issued a final report on HCBS Quality last month that identifies gaps in HCBS quality measurement, describes challenges for measuring HCBS quality, and provides recommendations for prioritization in measurement
